The Arsh Group coordinated a community-based three year effort to develop a Concept Plan for the neighborhood around Indiana University. The primary function of the Concept Plan was to establish a framework for further cooperative efforts to develop a unique neighborhood environment where diverse uses share facilities and take advantage of the synergy created by their collective cooperative efforts.

The plan involved several blocks, two major transportation corridors as well as an Ivy Tech Community College, Indiana University Northwest and several other institutions. The Arsh Group initially assisted with the development of the Concept Plan. The Arsh Group later coordinated the efforts of several subcommittees to develop implementation strategies. These strategies started the process of executing the recommendation of the plan.

The proposed plan aims to transform the neighborhood from several separated entities into an integrated unit where institutional uses become part of the total fabric of the neighborhood. The primary goal of the plan is to create a diverse place where people can enjoy a unique and creative assemblage of education, arts, culture, and environment activities in an open and seamless setting. In this sense the Concept Plan created a purpose. All partners contributed to this purpose. The partners collectively created a place for gathering working, for visiting and observing, and playing and learning—all designed to support the well being of the neighborhood and the City of Gary.
